How many Dvalin's Plume you need
Talent levels 7 and 8 take 1 each and levels 9 and 10 take 2 each: 6 per talent, 12 for Skill and Burst, 18 for all three. Taking every character above to 10/10/10 would take 54, roughly 20 clears of Stormterror at 2.7 materials a clear, counting the Dvalin's Claw and Dvalin's Sigh it also drops as converted with Dream Solvent (the same assumption the calculator makes).

Where to farm Dvalin's Plume
Stormterror, in Mondstadt, drops Dvalin's Plume, Dvalin's Claw and Dvalin's Sigh. Your first three weekly boss rewards each week cost 30 Original Resin and later ones 60.
