Severian's 4-piece set is Dawn's Bloom. No other 4-piece set is recommended, so there is no substitute worth farming.

4-piece: Increases Basic Attack DMG by 20%. When equipped by an Attack character, using an EX Special Attack or Ultimate will further increase Basic Attack DMG by 20% for 25s. Repeated triggers reset the duration

2-piece: Increases Basic Attack DMG by 15%. Drops from Iron Law and Outlaws.

2-piece options

For the 2-piece slot the bonus matters, not the set's name. Several sets share the same 2-piece bonus, so Severian can take it from whichever one you have spare pieces of. Best first:
